Did you meter out the antenna to verify the connections? swap the  
jumper?
"Moving the power cord or mic cable wildly effects the swr" means that  
the radio is acting as part of the antenna. You prob have an open  
somewhere. Just because the antenna is new doesnt mean that its any  
good. If its a little wil or something like that there are solder  
connections in the base.
