That is certainly the bulk of it.
Look at the dual gate device lead lengths and lack of bead on the 
appropriate leg.  Also cuts and burns in board.  Relay is rendered 
completely useless, thereby causing the receive path to be through the 
preamp device whether device is enabled or not.  The device is no longer 
protected from RF either.
The closer I look, the more I see.
The stub filter post amp appears as it should, but there is an additional 
open one on the input side (never seen this before) which IF stock, looks 
to have been accidentally burned short.

Black relay had cover dremel'ed off to attempt a fix (spray contact cleaner 
inside). When that didn't work or crapped out, the relay was jumpered with 
red romex style 14ga wire. An LC network was used as kludge impedance 
matching device due to the jumper wires.  

Close? Not close?
