[450] Christine license update.

I think I like kc1aaa better - if she ever does CW, that would be a  
sweet call.

Basically what went down was, we knew the mail was lost and the head  
of the VE session really wasn't doing anything. Numerous phone calls  
and e mails were unanswered. Got in touch with a couple of people at  
the VEC - she told me that me and about 6 other people had called  
wondering what the hell was going on. One more call to Kevin and a  
message saying something along the lines that Christine and about 8  
other people passed their test or upgraded and gave you 14 dollars  
each. You sent the package registered and insured...what are you gonna  
do to fix this.
Now it's fixed -- I hope.
