Where did you get the cable? Some of the cables available on the internet
use counterfeit chips. As such, they do not always work. I use a Belkin
serial to USB converter and use Chirp with two or three radios. Check Device
Manager to see if the cable is recognized. Also try http://www.nirsoft.net/
for USBDeview to look at all USB devices to check for function. Chirp is a
great program!
