That one is only good to 30 mHz. anyway.
Most are limited, partly due to lead lengths and dielectric issues.  VHF is
tough.
Leads = inductance
high power resistors are tough to make without windings, and even to make
enough carbon resistance it has to be big enough to be long, therefore
reactive.
